#2 — Immediate Deployment Criteria (GM 30 Seconds)
Scan this just before bringing out an NPC.
- Match dan to the PC party's level. The 5 Renown Title-tier characters (Dan 10) should be used only for "one scene that ends the story" — §Law-Ω warning (02-10).
- Match the role (ally/adversary/client/informant/mentor/rival/local figure) to the scene purpose.
- A dual build NPC is Dan 3 or higher, with primary + secondary total ≤10 Dan (12 combinations, 99-01 §Law 2).
- A Commoner NPC has no class talents, tactics, or Renown Title, and uses Livelihood rank. If ex1 is unused, apply the "without ex1 alternative" line.
- If there is an
ex2/fcsource item, use it only at a table where that module is on. However, the 60 fc11 characters are independent of ex2, so this normally does not apply. - Bring out masterworks/divine objects (9 items at Dan 7+) only when ownership conditions, Curse, and cost do not burden the scene.

Footnote. Fiction-Only and RP Guide documents (backstory and scent) are not used as mechanical-effect sources (
co-99-01). fc11 cards do not assume ex2, so tables not using ex2 can still use all 60 characters as written.
#4 — Card Adjustment Criteria + Index Bridge
- Card adjustment criteria. When changing dan, class, talents, or equipment, follow the 5 axes (creation, advancement, dual, Commoner, equipment) and non-optimization standard in

The three indexes view the same 60 characters only through different axes — without duplicate listing, any entrance reaches the same card.
