#Opening Vignette — A Night for Choosing Seeds
When the night deepened, the inspector laid three objects in the empty room. One black tag. One wet plate. One folded travel pass. The candle flame dipped low only above the travel pass.
"Are all three the same incident?" the young attendant asked.
"Not yet," the inspector said. "Depending on which one we pick up first, they could become the same incident—or scatter into separate nights."
The attendant picked up the black tag. The back bore an unfamiliar family crest instead of a gambling-house mark. "This belongs to a person."
"It may be something a person uses to summon a yoma."
Next came the wet plate. The drops of water did not fall to the floor but returned into the plate. The attendant's expression hardened. "Did this come from a well?"
"No. The well came from this plate."
When the last travel pass was unfolded, it bore the seal of someone who had not yet arrived in Edo. The inspector lined the three objects up again.
"A tool is not an answer. It is a handle that lets you choose a question quickly. Which object will you pick up first?"
This chapter provides such handles. It gives rumors, locations, and objects ready to use on the spot—while always requiring the question: which faction needed this, who touched it first, why did it surface tonight?
#Scent — Small Rumors and Locations
GM Tools do not throw big secrets out at once. They open Edo's night with small things—a plate, a black tag, a locked bathhouse door, the sound of water under a bridge.
#Law — Using the Tools
- Each seed expands into: a surface incident, a hidden truth, a related faction, and a first battlefield.
- Each location gets a zone layout, restrictions, witnesses, and a lull event.
- Tools are scene conditions attached to existing co scenes, not new rules.
