#Scent — Seeds Arrive as Small Rumors
Incidents in Edo don't start large. One plate is missing, everyone remembers the bathhouse owner differently, a single black tag ends up in the wrong hands. When a small rumor takes root, factions and yoma grow together beneath it.
#Law — Expanding a Seed
- In the first scene, show only one small surface incident: a missing plate or an owner remembered differently.
- Choose one real cause and related faction, then set the first battlefield and final fallout.
- One faction is enough for a one-shot. In a long campaign, repeat one recognizable clue such as a black tag, an erased name, or the same seal pattern.
- Resolve the seed through elimination, cover-up, a deal, or exposure, then decide whether it closes or remains as a recurring clue.
- The same incident changes with its hidden faction: the Black-Tag Office makes it a story of records, the Hundred-Tale Society one of names, and Black-Tag Gang one of commodities.
